MANILA – An alleged leader of the so-called Davao Death Squad (DDS) on Monday denied the existence of the vigilante group, saying reports about it were only hyped up by the media.

Self-confessed hitman Edgar Matobato earlier claimed in a Senate hearing that he killed on orders of then-Davao City Mayor Rodrigo Duterte, and that the group was led by SPO3 Arthur Lascañas of the city’s heinous crime unit.

During the continuation of the Senate hearing on extrajudicial killings linked to Duterte’s war on drugs, Lascañas denied the existence of the death squad and called Matobato a liar.

“Wala pong Davao Death Squad, your honor. Media hype lang ‘yan. [There is no Davao Death Squad, your honor. That’s only media hype.]” Lascañas told Senator Leila de Lima, a staunch critic of Duterte’s bloody war on drugs.

Matobato earlier described Lascañas as Duterte’s “right-hand man,” and that he was Lascañas' closest aide.

“Si Arthur Lascañas, para itong general, maski colonel nauutusan niya sa Davao City. Ito ang pinaka-powerful na pulis sa Davao. [Arthur Lascañas is like a general. He can even give orders to a colonel. He is the most powerful cop in Davao City.],” Matobato said during a Senate hearing last September 15.

Lascañas admitted that he knew Matobato because of the former's real estate business. He said, Matobato got commissions from him for selling real estate properties.

Matobato earlier said the death squad, which initially started as “Lambada Boys” in the late 1980s, continues to operate up to this day in Davao City.

The southern Philippine city is now led by Duterte’s daughter, Mayor Sara, and his son, Vice Mayor Paolo.

Matobato said the group carried out direct orders from Duterte or from Davao City cops close to him.

“Ang trabaho namin ay pumapatay ng mga kriminal tulad ng drug pusher, rapist, snatcher. Ganyan ang pinapatay namin araw-araw,” he said.

(Our primary task was to kill criminals such as drug pushers, rapists, and snatchers. Those were the kinds of people we killed everyday.)

"Hindi pumapayag ang opisyal na ordinary lang ang pagkamatay, kasi para silang mga sadista. Kailangan putul-putilin ang mga katawan."

(Our bosses were not satisfied with ordinary killings. They were sadists. They wanted the bodies chopped up.)

Matobato claimed that the DDS was led by cops, not civilian vigilantes.

“Sa pulis wala nang imbestigasyon na ganyan…Walang nahuhuling mga DDS kasi mga pulis yan. Hindi mga civilian ang DDS,” Matobato said.

(No investigations were made into the killings. No DDS member was ever caught because they were composed of policemen. They were not civilians.)

Matobato added, New People’s Army (NPA) rebel returnees who were close to Duterte were also brought into the group. He estimates that there are currently about 300 rebel returnees in the death squad.

Sen. Panfilo Lacson on Sunday admitted getting fed up with "interpreting" controversial public pronouncements of President Rodrigo Duterte.

Lacson said this when asked about Duterte's latest remark drawing parallels between his administration's war on drugs and the massacre of six million Jews during World War II. As his previous pronouncements, Duterte's remarks were met with criticism not only by Filipinos but also by the international community.

"Nakakapagod na rin magbasa betwen the lines lalo na sa atin, sa labas ng bansa, international community, they take the words as they come out of the mouth of the President," said Lacson in a radio dzBB interview.

"Hindi naman puwede na ibu-burden mo pa sila na mag-interpret o magbasa between the lines," the lawmaker said, adding that it was "very clear" that the President was trying to make a comparison with his now infamous "Hitler remark."

On Sunday, Duterte apologized to the Jewish community for his remark. "I would like to make it here and now that there was never an intention on my part to derogate the memory of the six million Jews murdered by the Germans... I apologize profoundly and deeply to the Jewish [community]," he said during the opening ceremony of the Masskara Festival in Bacolod City.

Lacson admitted feeling pity toward the chief executive's communication team.

"Miski ano pa sabihin to the contrary, mahirap na i-cure na ang talagang tinututumbok din [ay] nagkaroon ng pagkukumpara at siya mismo ang gumawa ng pagkukumpara kahit ano pang explanation na gawin ng spokespersons niya," he said.

"Katunayan nakakaawa na sila kasi hirap na hirap mag- explain pero wlaa tayong magagawa. Nasabi na ng Pangulo iyon. Nag-react na ang buong mundo. Hindi natin masisi ang international community, lalo na ang Germany at Israel," the lawmaker added.

'Like toothpaste'

Lacon said he hoped Duterte would be more cautious with his subsequent public pronouncements, since they could easily be construed as the country's policy statements.

"I just hope ang policy adviser ng Pangulo magkarooon ng masinsinang pag-uusap dito at sana mapakinggan sila na sana dapat maghinay-hinay dahil mahirap na bawiin," he said.

"Para iyang toothpaste na lumabas sa tube. Kapag nasabi mo na, mahirap nang bawiin, na puwede mong i-correct o i-clarify o ibahin ang meaning ng sinabi pero sa mga nakakarinig, malinaw eh," he added.

At the rate issues are being hurled against the Duterte administration, Lacson said he can't help but feel like the President has been in his post for many years already.

"Wala pa ngang 100 days, feeling mo taon na sa dami ng issues na lumalabas," said Lacson.

The lawmaker added: "Miski sinong pangulo binibigyan ng at least six months na honeymoon period... Tatagal lang ang honeymoon period kung halimbawa pinagbibigyan na maka-adjust ang bagong administrasyon doon sa bagong tungkulin na inatas sa kanila."

"Pero kung paulit-ulit, iiksi ang honeymoon period... Kung iyon at iyon rin ang issue, hindi naman nababago at iyon pa rin ang controversy, baka umiksi ang honeymoon period," Lacson said.

This was the order of Philippine National Police (PNP) chief Ronald "Bato" Dela Rosa to police officers involved in the illegal drug trade.

In his first official visit to the Ilocos Norte police provincial office on Saturday, Dela Rosa warned and threatened police officers involved in illegal drug operations, saying they will not last long in service.

"Kapag meron dito na involved sa iligal na droga, pepersonalin ko kayo. Hindi kayo magtatagal, mamamatay kayo. Mamamatay kayo kapag talagang involved kayo sa droga," Dela Rosa said.

(If there is anyone here who is involved with illegal drugs, I will take you personally. You will not last long, you will die. You will really die if you are involved with drugs.)

Dela Rosa added that police officers who are not with him in the war against illegal drugs should resign and "evaporate."

“If you are with me, tapusin natin itong problema. If you are not with me, then you step out. You evaporate! Umalis kayo sa serbisyo!" he said.

Dela Rosa stressed that when the PNP fails to fight and eliminate the illegal drug problem in the country, Filipinos have no one to blame but the police.

"Kung tayo ay natalo, tayo ay nag-fail, sino ba sisihin ng taong bayan? Sisihin ba nila ang PDEA? Hindi. Sisihin ba ng taong bayan ang NBI? Hindi. Sisihin ba nila ang local government units? Hindi. Sino ang sisihin ng taong bayan? Ang PNP," he said.

He explained that the PNP is the one to blame since it is the office mandated by President Rodrigo Duterte to combat illegal drugs.

“I am ready to step down, anytime na sabihin ni President na you failed, you lose. You lose the game, you lose the war. Hindi ako kagaya ng ibang opisyal na kapit tuko sa posisyon na maninira pa ng kapwa opisyal para manatili sa pwesto," Dela Rosa said.

(I am ready to step down anytime President Duterte says that I failed and I lost. You lose the game, you lose the war. I am not like other officials who cling so hard to their positions and would even go to the extent of destroying other officials just to stay in power.)

After the program, Dela Rosa and his family, together with Governor Imee Marcos, joined the policemen in a boodle fight.

WATCH: Suspected drug lord Kerwin Espinosa's cars

ALBUERA, Leyte – Vehicles, including brand new luxury cars allegedly owned by suspected drug lord Kerwin Espinosa, have been surrendered to police in Albuera, Leyte.

According to Chief Inspector Jovie Espenido, Albuera police chief, the vehicles were voluntarily turned over by individuals who were supposedly keeping them for Espinosa.

There are already 15 vehicles parked near the police station, and Espenido said they expect more will arrive as other individuals have called their office to facilitate the turnover of the younger Espinosa’s vehicles in their possession.

Kerwin, the son of Albuera Mayor Rolando Espinosa, would allegedly buy vehicles then place them under the care of his men who have garage in their homes.

SCARED RESIDENTS

Residents of Albuera said some things have changed since their town’s first family was named in President Rodrigo Duterte’s list of alleged “narco-politicos.”

Some vendors in the Albuera market said business has not been as vibrant in recent times. "Natatakot kami," said Shirley Abad, a vendor of dried fish in the market.

Families of individuals who admitted to authorities that they worked for Kerwin and his alleged drug business also confessed to fearing for their lives, despite being placed under police protection, as they were told that unidentified men with harmful intentions were supposedly roaming their area.

"Lagi akong palingon-lingon," said the wife of one witness, who refused to be named.

Police chief Espenido blamed the mayor for threats to the residents’ lives.

"Alam na kasi ng tao na sila ang tagapamatay. Threatened ang mga tao dahil sa pagbalik niya sa opisina,” he said.

However, some Albuera residents continue to stand by their mayor, as they believe that he is a good man.

"Masaya kami dahil bumalik siya rito. Ngayon binabantayan namin. Kahit magdamag, hindi namin siya pababayaan," said Mary Ann Romero.

Other residents declined to comment when approached by ABS-CBN News.

Justice Secretary Vitaliano Aguirre II says the 'Jaguar' that President Rodrigo Duterte had threatened to kill when he released the first drug matrix was already dead for nearly 3 weeks when the Chief Executive made the warning

MANILA, Philippines – In his first week in office, President Rodrigo Duterte showed he meant business in his fight against illegal drugs when he revealed a supposed matrix of drug personalities that included 3 alleged top Chinese drug lords.

Since Peter Co and Herbert Colanggo were already serving time at the New Bilibid Prison in Muntinlupa, the President warned the other alleged Chinese drug lord – "Peter Lim alias Jaguar" who reportedly flew between China and the Philippines – not to come home anymore as he would die if he did.

“Better tell him, ‘Do not come back to the Philippines anymore.’ The moment he steps out of the plane, he will die," Duterte announced on July 7.

"Jaguar" is allegedly the Triad member behind illegal drug operations in the Visayas and was said to be out of the country when the President made the exposé.

It turned out, however, that "Jaguar" had been dead nearly 3 weeks before the President's announcement, or before the Duterte administration took over. This was revealed by Justice Secretary Vitaliano Aguirre II, while fielding questions from reporters in an interview on Friday, September 30.

Responding to questions on Friday, Aguirre admitted that there was a "mistake" in that July drug matrix.
"Baka mali ang pagkasabi [sa drug matrix] kasi patay na (Maybe there was a mistake made [in the drug matrix] because he's dead). At the time the drug matrix came out, talagang patay na si Jaguar (Jaguar was already dead) because it happened on June 19, before the President assumed office," Aguirre said.

"'Yung namatay sa Las Piñas noong June 19, 'yun ang talagang si Jaguar (The one who died in Las Piñas on June 19, that's the real Jaguar)," he added.

Aguirre was referring to Cebu's "top drug lord," Jeffrey "Jaguar" Diaz, who was killed in a police operation in Las Piñas on June 18.

The justice secretary said they confirmed that Diaz was the real Jaguar from a relative of Diaz. The relative, who was Diaz's bagman, surrendered to authorities after Diaz was killed, and is now under the Witness Protection Program of the Department of Justice. It was not clear, however, when the witness entered the program.

What about Peter Lim?

As for the "Peter Lim" included in the drug matrix and Cebuano businessman Peter Lim who denied his link with drugs, Aguirre said, "Maaaring kapangalan lang niya pero drug lord din siya (It's possible that they share the same name but he's also a drug lord)."

The justice secretary said the businessman is "still being investigated because he's also involved in drugs."

Lim sought a meeting with Duterte on July 19, a week after the Chief Executive's public warning, and told the President that he was neither Jaguar nor the top drug lord in the Visayas. The President told him to go to the National Bureau of Investigation and also to possibly "pass the office of Calida, SolGen, or Vit Aguirre in the justice [department]" to prove his innocence.

Lim submitted a two-page letter to the NBI and vowed to cooperate with authorities to clear his name.

It was the second reported mistake in a drug matrix released by the President himself.

Duterte had earlier apologized to several Pangasinan officials led by former governor now 5th District Representative Amado Espino Jr for being "negligent in counterchecking" another drug matrix where they had been mistakenly included. .

JUST IN: Peter Lim is not Cebu's Jaguar, Aguirre says.

PETER Lim, the suspected Cebu-based drug lord, is not the Central Visayas' top drug trader "Jaguar," Justice Secretary Vitaliano Aguirre II said Friday.

In a press conference in Department of Justice (DOJ), Aguirre said Chinese businessman Lim, the alleged drug lord who faced President Rodrigo Duterte last July, is not the region's top drug lord Jaguar.

"Akala natin 'yung namatay sa Las Piñas is not the Peter Lim or Jaguar of Cebu pero apparently, siya yun," Aguirre said.

According to the Justice Secretary, Jaguar is Jeffrey Diaz, the Cebuano who was killed in an operation conducted by Central Visayas Regional Intelligence Division and the Las Piñas City Police on June 17.

Aguirre said this was confirmed by Jaguar's alleged bagman, Reynaldo Diaz, who is now under the DOJ's Witness Protection Program (WPP).

"Ang nakuha nating witness, 'yung bagman ni Jaguar. He is still with the WPP," Aguirre said.

But according to Aguirre, he cannot disclose yet if Lim has involvement in illegal drug trade.

"Wala pang report, alam ko iniimbestigahan pa rin siya because he is involved in illegal drugs."

When asked why it seemed like the investigation on Lim has no progress while the case build up against Senator de Lima is done in haste, the Secretary said: "Well apparently hindi nakafocus dun ang investigation kasi nga talagang namatay na si Jaguar e. Ang akala nating Peter Lim is Jaguar pero apparently, Jaguar is Jaguar na namatay nung June 17."

On July 21, Lim surrendered before the National Bureau of Investigation (NBI) after Duterte ordered him to submit himself to investigation to prove that he was not a member of the drug triad that operates in the country.

The NBI created a fact-finding team led by its anti-illegal drugs task force chief Juan Roel Bolivar to probe and establish the true identity of Lim, as he was alleged to be the Jaguar of Cebu.

Lim, however, denied the accusations against him and assured Duterte that he supports the administration’s war against illegal drugs.

Lim also stressed that he is not the "Jaguar" the government is looking for.

The NBI has no updates yet on the fact-finding probe on Lim's identity and his alleged link to illegal drugs.

Once the NBI established that Lim is involved in illegal drug trade, the agency will file charges against him before the DOJ.

During the debate, Trump questioned whether Russia was indeed behind a series of cyberattacks on the Democratic National Committee -- a conclusion that US officials and his election rival have reached.

"She says, 'Russia, Russia, Russia,'" said Trump. "It could be China."

'Cloak-and-dagger to bits-and-bytes'

In the dark world of cyber-espionage, the finger of blame has often been pointed at China.
Earlier this year, China's cyber spies were accused of hacking into dozens of workstations and servers at the Federal Deposit Insurance Corp.

Last year, Chinese hacking was blamed for the massive data breach at the US Office of Personnel Management which compromised the data of over 21 million people.

And in May 2014, US federal prosecutors indicted members of the People's Liberation Army(PLA) for cyber-espionage for economic gain.

China has all along denied the allegations of state-sponsored hacking. But analysts say China's cyber operations are an active threat.

"Military intelligence has rapidly moved from cloak-and-dagger to bits-and-bytes over the last fifteen years... and China's no exception to that," says Bryce Boland, Asia-Pacific CTO of FireEye, a cybersecurity firm.

"China has been developing its capabilities within the PLA for a number of years, going back at least a decade. And their capabilities have now also been brought together into a single, strategic organization that is essentially a new branch of the military."

Shift in behavior

China is of course not the only actor in this era of cyber warfare.

But it has taken a significant step forward with the United States to establish some ground rules in a new domain of conflict with no widely-held norms.

During President Xi Jinping's state visit to the US last year, the China and the US formally agreed not to conduct or knowingly support economic cyber-espionage.

"I think China, after that, has tried to comply with that agreement," says Tong Zhao of the Beijing-based Carnegie-Tsinghua Center for Global Policy.

"China increasingly realizes it is in China's interests to promote a rule-based system."

And since the agreement, FireEye has observed a significant change in Chinese cyber activity.

"We've seen a shift in behavior since the Obama-Xi agreement. And that shift in behavior has resulted in a decrease in attacks against US and Western organizations for the purposes of stealing their intellectual property," says Boland.

"We've almost seen a pivot towards Asia. We've seen more targeted attacks now focused on information gathering and intelligence collection from countries on the periphery of China -- anyone with a land boundary or involved in a maritime dispute. And that kind of activity is much more focused on intelligence."

China's cyber-spies target Asia

China's cyber-spies are pivoting away from stealing US trade secrets as they move towards gathering intelligence in a region fraught with geopolitical tension.

Take Taiwan, for instance.

Relations with Taipei and Beijing have been tense since the landslide election of Tsai Ing-Wen, Taiwan's first female president. Her Democratic Progressive Party (DPP) has traditionally leaned in favor of formal independence from China.

After the DPP's election win, its website was compromised and replaced with a spoofed site to collect data on visitors.

And then, there's Hong Kong.

Two years after Hong Kong's pro-democracy "Umbrella Movement," the city's first legislative elections since the mass demonstrations provided a platform for a small but vocal independence movement -- much to the chagrin of Beijing.

Before the election, two Hong Kong government agencies were targeted by cyber-attackers using new malware tools.

According to FireEye, both incidents were the work of Chinese state-sponsored hackers.
"We know those that those attacks were originated from China... they were clearly politically motivated attacks," says Boland.

"The only logical consequence is that they are operated by a group of people who had a political activity to conduct, so we believe they were state-sponsored."

Not all attacks officially sanctioned
But not all hack attacks originating from China have the official red seal of approval.

After an international court ruled that China did not have a historic right to a disputed area in the South China Sea, flight information screens at Vietnam's two biggest airports were hacked to show messages criticizing the Philippines and Vietnam and their territorial claims in the region.

Analyst Tong Zhao is convinced that the Vietnam airport hack was not the work of Chinese state agents.

"We used to assume that China is a country having a very centralized political system -- the central government must be in control of everything. I think that assumption is inaccurate," Zhao says.

And he's right. As powerful as it may be, China is not a single monolith. It's a vast system of many different actors -- military or civilian, state-backed or for-hire.
But China's many cyber actors can come together for a common goal -- to advance China's security interests and its standing in the information age.

Definition of self-leadership

The simple definition of self-leadership is: “The process by which you influence yourself to achieve your objectives.” In the 2012 book Self Leadership by Bryant and Kazan, this term is defined as: “Having a developed sense of who you are, what you can do, where you are going, coupled with the ability to influence your communication, emotions, and behaviour on the way to getting there.”

Thus, I will summarize the meaning of self-leadership as the modern equivalent of the famous command by Socrates: “Know thyself.”

If you want to examine yourself about self-leadership, the authorities require two skills. According to Bryant and Kazan, these are:

• The first skill is to stop and step back from the things that trigger us to react; because when we react, we are being controlled by the trigger.
• The second skill is to consider our intention, which involves our values and what we are trying to achieve, in order that we can live a life of choice.

Self-leadership, in other words, is coaching yourself. Ask yourself the following questions formulated by the authorities:

• What is it you want to achieve?
• What actions do you need to take to achieve this?
• What are the results of your actions?
• Is this feedback accurate?
• Can I filter the feedback?

Self-leadership questionnaire

The 2002 International Journal of Leadership Studies published a shortened version of the Self Leadership Questionnaire, as follows:

1. Self-goal setting: I establish specific goals for my own performance.
2. Self-observation: I make a point to keep track of how well I’m doing at work.
3. Self-goal setting: I work toward specific goals I have set for myself.
4. Visualizing successful performance: I visualize myself successfully performing a task before I do it.
5. Visualizing performance: Sometimes I picture in my mind a successful performance before I actually do a task.
6. Self-reward: When I have successfully completed a task, I often reward myself with something I like.
7. Evaluating beliefs and assumptions: Sometimes I talk to myself (out loud or in my head) to work through difficult situations.

What we want to do is to enhance employee engagement by means of self-leadership. Therefore, managers should observe the following procedure:

1. Start it on day one.

1. Start it from the top.
2. Enhance employee engagement through two-way communication.
3. Give satisfactory opportunities for development and advancement.
4. Ensure that employees have everything they need to do their jobs.
5. Give employees appropriate training.
6. Have strong feedback system.
7. Incentives.

The concept of excellence

Self-leadership should lead to excellence. “Excellent” means being superior or being first class. You would think that everyone would want to become excellent. But this is not so. Many Filipinos are happy with “okay na” or “puwede na ’yan.” Sociologists might say that our colonization made us feel inferior as a culture. Economists might say that our lack of pride as a people is connected to our poverty and slow economic growth. Psychologists might say that unlike parents in other cultures, Filipino parents do not really push their children to achieve. Managers may say that the pressure from peers not to excel make employees content to perform like the rest. Perhaps, it is because of all these reasons that many of our organizations have a culture of mediocrity.

Yet we know that with globalization and ASEAN 2015, our organizations will be forced to compete with organizations from other countries who are hungrier, who have a stronger drive to achieve, and who have a stronger will to excel. If we do not step up, what will happen to us? We will be bought out by larger organizations and become slaves in a different form of colonization – an economic colonization that means we will forever become employees and subordinates of other nations.

Notwithstanding our history and economic condition, can we change our culture? Yes, if we concentrate on certain self-leadership practices. First, we must communicate. If we expect excellence, then we need to clearly articulate this when we hire people, in our company values, in our policies, in our goals. At the same time, people need to be evaluated and rewarded for excellence. We should not reward a person with a bonus because he did his job; instead, we should reward people who really excel. At the same time, we need to align our systems and structures to excellence. We should stop hiring people just because we like them. We should also not be afraid of hiring people who are better than us, because if we lead them well, they will make us and our organization better.

We need to promote people not just based on seniority, but based on excellence. Hence, we need training for values. We need to continually train people to become excellent, because the world is fast-changing and an excellent worker today can become obsolete tomorrow. We need to engage and empower our people in the pursuit of excellence, because our leaders, no matter how bright they are, do not have a monopoly of good or new ideas.

Finally, we must practice role modeling. In a country with high power distance, we have a high respect for leaders. Sadly, maybe too high, that we wait to see how our leaders behave before we follow suit. However, this is both an opportunity and a challenge for us leaders – to walk our talk and show people how to be excellent.

Then again, this requires us to practice self-leadership. If we expect our subordinates and peers to be excellent, it should be something that we expect from and demonstrate ourselves, even when we are tired, or discouraged, or afraid, or when no one is egging us, because the person who continually seeks to be excellent every single moment is the person who has self-leadership. Look at Mahatma Gandhi – he did not have formal power, he did not have a loud voice, he was frail looking and did not have an imposing physique. He simply was the change he wished to see and soon others took notice and began following him.

So I leave you today with these two challenges – practice self-leadership and be excellent. Maynilad needs that of you and more importantly, because the country needs that of Maynilad. As the poet wrote:

God Moves in Mysterious Ways

God moves in a mysterious way

His wonders to perform;

He plants His footsteps in the sea,

And rides upon the storm.

Deep in an unfathomable mines,

Of never-failing skill,

He treasures up His bright designs

And works His sovereign will.

VIRAL: Teacher arrested in buy-bust inside school

QUIRINO - A 37-year-old public school teacher was arrested in a buy-bust operation inside Bannawag Sur Integrated School in Diffun town, Quirino.

The suspect was identified as Malmore Nagtalon, a resident of Saguday and a junior high school teacher of the school.

According to Diffun Police Chief Inspector Maciste Extor Serrano, the suspect refused to surrender after he was asked to do so twice.

"Since he is newly identified sa drug watchlist, [Oplan] tinokhang ng Saguday Police Station twice, but he refused to avail this project by the government," he said.

Confiscated from Nagtalon were three sachets of suspected methamphetamine hydrochloride or shabu and P1,000 buy-bust money.

Nagtalon neither denied nor admitted the accusations against him, saying he is ready to face the complaints filed against him.

According to Bannawag Sur Integrated School Principal Erlito Madriaga, Nagtalon never showed any suspicious or strange behavior. He assured the police that the school will cooperate in the investigation. 

"Kung ano po ang hatol ng hukuman, igagalang po naming," he added.

Nagtalon is under the custody of Diffun Police Station and is facing raps under the Comprehensive Dangerous Drugs Act.
